For most local businesses the Google profile does more work than the site. Treating local as a website problem is why so much local advice underdelivers.
Local rank shifts street by street. A single position number tells you very little about the edge of your patch.
Twenty pages with the town name swapped is a well-known way to look like spam. Only worth building where there's something real to say.
